This is actually a unique Chamber Brush for the M14 Service Rifle.
It has a ratchet head opposite the brush-end that uses a section of .30 caliber bore rod as an offset handle in order to rotate the brush end of the assembly while it is inserted into the chamber because there is no direct access to the M14 chamber due to its receiver design.
It can not be used to clean the chamber of most any other military 7.62mm rifle models, such as the M24 or M110 because it is too short for the ratchet to operate in these type receivers because their locking lug recesses are at the rear of their chambers, whereas with the M14, the chamber area was readily assessable.
